Rivers State’s ‘Unconstitutional’ Sole Administrator, Vice-Admiral Ibok Ete Ekwe Ibas (rtd), has reaffirmed his commitment to completing the ongoing reconstruction of the state House of Assembly Complex, stressing that the project is essential for the restoration of legislative functions in the state.
In an inspection visit to the construction site located along Moscow Road in Port Harcourt, Ibas urged the contractor, Monier Construction Company (MCC) Limited, to accelerate work and adhere to the mutually agreed timelines for the project.
Ibas emphasized that one of the key aspects of his mandate is to restore full legislative activities in the state, noting that “One of the pillars missing in the state’s governance structure is the legislature. For it to function effectively, it needs a proper space to work from. It is essential that this facility is ready within six months for legislative use.”
Accompanied by Dr. George Nwaeke, the Head of Rivers State Civil Service, Ibas was shown around the site by the General Manager of MCC, Engr. Omaka Oko. The ongoing construction involves a two-storey building with 34 offices, an elevator, a gallery, meeting rooms, and a conference hall, all designed to improve the state legislature’s operations once completed.
Since assuming office as Sole Administrator just days earlier, Ibas acknowledged the absence of a functioning legislative body in the state and emphasized the importance of the Assembly Complex project in restoring the state’s governance structure. “I have been part of the Executive arm of governance, and I understand that the legislature is crucial. To function effectively, they need a place to work. It’s important that we complete this project within the stipulated timeframe,” Ibas remarked.
He further stated that the Rivers State government has already provided the necessary funding for the project, and it is now up to the contractors to ensure they meet the agreed-upon deadlines. “The contractors have a clear schedule and are expected to adhere to it,” he added.
Ibas also noted that his role as Sole Administrator is primarily to maintain law and order, which will enable the state to operate as it should. “We must ensure that all branches of government are functional, and the completion of this Assembly Complex is a vital step in achieving that goal,” he concluded.
