The Anambra State Signage and Advertisement Agency (ANSAA) has petitioned the Police against the All Progressives Congress (APC) and its governorship candidate for allegedly violating Out-of-Home campaign guidelines and assaulting its officials.
Dr Tony Ujubuoñu, Managing Director of ANSAA, disclosed this during a press conference in Awka on Tuesday.
According to Ujubuoñu, ANSAA had on June 11, 2025, announced a ₦50 million levy as an approval fee for Out-of-Home advertising and campaign activities ahead of the November 8 governorship election. The policy was introduced to ensure orderliness, fairness, and aesthetic responsibility throughout the electioneering period.
He revealed that only five of the 16 registered political parties had complied with the payment requirement. These include the Young Progressives Party, African Democratic Congress, Labour Party, Action Alliance, and the All Progressives Grand Alliance.
Ujubuoñu said that on August 1, members of the agency’s enforcement team were attacked in Nri, Anaocha Local Government Area, by individuals believed to be APC supporters, during an operation to dismantle unauthorised campaign materials.
“Despite refusing to obtain the mandatory campaign permit, they have engaged in unauthorised promotional activities – erecting posters, branding vehicles, hoisting banners, and organising events filled with promotional items,” he said.
He noted that the APC was issued two demand notices with a two-week compliance window, followed by a legal reminder with an additional one-week grace period, all of which were ignored.
“ANSAA has formally reported the assault on our staff at Nri to the Nigeria Police and will continue to take all lawful steps necessary to uphold the integrity of our regulatory mandate,” he stated.
He clarified that political parties are free to adopt alternative campaign platforms such as social media, radio, or television, as long as they respect the agency’s regulations.
Ujubuoñu assured political parties that have complied that ANSAA would ensure their cooperation with the agency is not undermined.
“Let us collectively insist on a level playing field where only law-abiding parties and candidates are considered credible choices in the November gubernatorial polls. Let us approach it in the true spirit of Anambra, with peace, mutual respect, and dignity,” he added.
Meanwhile, the Anambra State Police Command has confirmed receipt of the petition and has launched an investigation.
Police spokesperson, SP Tochukwu Ikenga, said the Commissioner of Police has directed that the case be transferred to the State Criminal Investigation Department (SCID) Political Desk for discreet investigation.
He urged political parties and their supporters to conduct their campaigns peacefully and in accordance with the law.
