“No Court Order Backing Police Action” — Chinese Investors Petition Tinubu, Accuse IGP Of Aiding Illegal Takeover Of Ogun-Based Company

A group of Chinese investors and directors of Crown Ceramics Nigeria Limited have petitioned President Bola Ahmed Tinubu, accusing the Inspector-General of Police (IGP), Kayode Egbetokun, of aiding an unlawful takeover of their factory in Igbesa, Ogun State.
The petitioners Zhang Kefeng, Zhang Linshuang, Liu Zhengyu, and Liao Yuzhen alleged that the IGP is using armed police officers to back two of their fellow directors, Chen Dongfeng and Kong Jun, in an attempt to forcibly take over the company.
In the petition dated August 5, 2025, the directors claimed that the facility was sealed off by police operatives without any valid court order, denying them rightful access to the company’s premises.
“Recently, two of the Directors in the company, namely Chen Dongfeng and Kong Jun, have made deliberate, wicked, and unlawful attempts to hijack the company from the majority shareholders and gain absolute control,” the petition reads.
They alleged that on June 11 and 12, 2025, Dongfeng, accompanied by over 25 fully armed policemen, forcefully entered the factory, took control of the premises, and held staff hostage for over seven hours. The heavily armed presence reportedly caused panic in the surrounding area.
While in control of the facility, Dongfeng and Kong Jun allegedly looted company property under the protection of police officers, the directors said.
“Workers and officers of the company were held hostage for several hours as the officers restricted access to the company,” they added.
Since the incident, police officers have reportedly continued to deny the majority directors access to the factory, claiming they were acting on directives from the IGP relayed through the Commissioner of Police in Ogun State.
According to the petition, the directors visited the factory on August 5, 2025, to inspect and take stock of products but were turned away at the gate.
“When we queried the policemen, they emphatically informed us that they were instructed by the IG, Kayode Egbetokun, through the Commissioner of Police, Ogun State, to refuse us access,” they stated.
The petitioners also accused the Divisional Police Officer (DPO) of Igbesa Police Station, CSP Kazeem, of seizing a director’s mobile phone during the standoff.
They stated that, despite filing formal complaints with relevant authorities, access to the company has remained blocked, resulting in financial losses and an inability to pay staff salaries or meet statutory obligations.
“Our factory is now under siege,” the directors wrote. “The company is presently unable to pay staff salaries, royalties, and charges due to the government.”
The directors argued that there is no court order restraining them from accessing the premises, stating that the IGP’s actions are arbitrary and unlawful.
“The IG lacks the power to unilaterally seal our factory, which is private property. Only a court of competent jurisdiction has such powers,” they said.
They further warned that the ongoing situation sends the wrong signal to investors and undermines President Tinubu’s Renewed Hope agenda aimed at boosting foreign direct investment.
“We are investors in this country. We brought in foreign capital to drive the economy. We call on President Tinubu to immediately intervene and call the IG to order.”
